OGC External Resources Framework (ERF)

Mentis is proud to be a supplier to the Office of Government Commerce (OGC) External Resources framework (ERF), following a successful competition, as a Consultant Provider.

The External Resources Framework (ERF) provides OGC with access to an approved pool of private sector consultants via these successful suppliers.

This pool of experienced professionals, working at main board and senior level, can be called on to meet known and future demands for consultancy services and various types of reviews of high profile projects. They will have the knowledge and ability to deal with the issues and initiatives facing central government and to base interventions on OGC published best practice.

Further consultants may be added to the framework via periodic refreshes according to OGC requirements. As a Consultant Provider our organisation may be invited to propose additional consultants in the future under the refresh arrangements.

At present the scope of the framework covers consultants who are able to carry out one or more of the following roles:

  • Review Team Leaders (RTL) and Review Team Members (RTM) for High Risk (HR) OGC GatewayTM reviews.
  • Review Team Leaders (RTL) for Medium Risk (MR) OGC GatewayTM reviews
  • Consultants to work at main board level in reviewing major projects under the auspices of HM Treasury’s Major Projects Review Group.
  • Consultants to work at main board level in carrying out reviews of the procurement capability of government Departments (Procurement Capability Reviews).
  • Consultants to support Government Estate Transformation initiatives including the provision of advice at main board and senior levels on property asset management, strategy and capability reviews.
  • Consultants to provide advice at a senior level on procurement, programme and project management, strategy and business case development.
  • Starting Gate Reviewers who will carry out reviews based on the OGC GatewayTM model for major new high risk policy initiatives which are likely to become high risk projects or programmes.
